Prezident je Ústavou definovaný ako hlava štátu, ktorá zodpovedá za suverenitu a nezávislosť a určuje smer domácej a zahraničnej politiky. Je volený prímou, rovnou a tajnou voľbou na 6 rokov znovuzvolený múze byť len raz za sebou, neskoršia kandidatúra sa nevylučuje. Nesmie byť mladší ako 35 rokov a musí byť ruským občanom minimálne 10 rokov. V Rusku sa volí hlava štátu dvojkolovým všeľudovým hlasovaním.
Voľby hlavy štátu
Voľby prvého ruského prezidenta sa uskutočnili na konci sovietskej éry 2.1.1991, ostatné za samostatného Ruska. Iba v druhom prípade bolo potrebné aj druhé kolo.
Medzi prezidentské kompetencie patrí: vymenovať so súhlasom Štátnej dumy premiéra, viesť zasadania vlády, odvolať vládu Ruskej federácie, Štátnej dume navrhovať menovanie a odvolanie kandidatúry predsedu Národnej banky Ruskej federácie, vymenovať a odvolať na návrh premiéra podpredsedov vlády a federálnych ministrov, navrhovať sudcov Ústavného, Najvyššieho a Najvyššieho arbitrážneho súdu Ruskej federácie a generálneho prokurátora Ruskej federácie, po konzultáciách s komisiami oboch komôr Federálneho zhromaždenia aj diplomatických predstaviteľov Ruskej federácie v zahraničí, vymenovať a odvolať najvyššie velenie Armády Ruskej federácie, formovať Radu bezpečnosti Ruskej federácie, schvaľovať vojenskú doktrínu, ďalej určovať smer zahraničnej politiky, zákonodarná iniciatíva a právo rozpustiť Štátnu dumu v prípadoch uvedených v ústave.
Ústava hovorí aj o možnosti impeachmentu prezidenta vyvolaného parlamentom z dôvodu podozrenia z vlastizrady. Odsúdenie prezidenta je ale platné len na základe schválenia oprávnenosti obvinenia Najvyšším a Ústavnom sudom a na základe hlasov dvoch tretín celkového počtu poslancov oboch komôr parlamentu.
